In preparation for the election of a new governor during the fall (2011)members of the association identified their priorities and developed brief position statements on those priorities. This process was directed by members of the association’s committees and workgroups. These transition white papers were included as part of a broader overall package presented by the County Commissioners Association of Pennsylvania to the incoming administration, and will be used by PACA MH/DS staff and members to acclimate the new administration to our priority issues.

We encourage members to share these documents with any contacts in the Corbett transition team or the administration. They are also good resources to use with legislators to give background on some of our key issues.

The topics selected for transition white papers include:

• Continuation of community behavioral health through HealthChoices
• County role in community mental health services
• Mental retardation services consistent with the Everyday Lives model
• Supports Coordination
• Community-based early intervention

The association is working to assure that our issues are represented with the appropriate transition personnel, and as Secretary and Deputy Secretary appointments are announced, we will keep members informed and reach out to new personnel through staff and officers to offer the association’s expertise and resources and begin building relationships. Also during the first half of 2011, there will be ample opportunity to give input to confirmation hearings for cabinet personnel.
